The sun both ruins (by evaporating water) and provides refuge to the ruined — the same blazing sun also releases (rain).
Valluvar identifies the water cycle: the sun evaporates water (destroys), causing apparent harm; but that same evaporation creates clouds which bring rain (saves). The destroyer and saviour are the same! This paradox — the sun ruins and rescues simultaneously — is a profound observation of nature's self-correcting system.
