“நாடு” அதிகாரம் இந்தத் தலைப்பை மையமாகக் கொண்டு பத்து குறள்கள் மூலம் அதன் பொருள், பயன்பாடு, வாழ்வியல் முக்கியத்துவம் ஆகியவற்றை விளக்குகிறது. பொருட்பாலில் வரும் இந்த அதிகாரம் சமூக வாழ்வு, அரசியல், தலைமை, நீதிநிலை, நட்பு, சொல், செயல் போன்ற நடைமுறை வாழ்க்கை நெறிகளை விளக்குகிறது. இந்த அதிகாரத்தின் தொடக்கக் குறள்கள் “தள்ளா விளையுளும் தக்காரும் தாழ்விலாச்nசெல்வரும் சேர்வது நாடு.” போன்ற கருத்துகளால் தலைப்பின் பொருளை விரிவாக்குகின்றன.

பெரும்பொருளால் பெட்டக்க தாகி அருங்கேட்டால்
ஆற்ற விளைவது நாடு.
Desirable due to its huge wealth; devoid of detrimentsnfor high yields: such should a country be.

பொறையொருங்கு மேல்வருங்கால் தாங்கி இறைவற்கு
இறையொருங்கு நேர்வது நாடு.
In an ideal country, its citizens bear any new burdensnwhich, all at once,afflict them, and continue to willingly pay taxes.

உறுபசியும் ஓவாப் பிணியும் செறுபகையும்
சேரா தியல்வது நாடு.
Acute hunger, debilitating diseases and warring foesnare absent in a good state.

பல்குழுவும் பாழ்செய்யும் உட்பகையும் வேந்தலைக்கும்
கொல்குறும்பும் இல்லது நாடு.
Multiple factions, destructive dissent, and murderousncriminals who torment the rulers are not found in a good state.

கேடறியாக் கெட்ட இடத்தும் வளங்குன்றா
நாடென்ப நாட்டின் தலை.
It faces no calamities; even if it does, its resources are undiminished:nsuch a nation is the foremost amongst nations.

வல்லரணும் நாட்டிற்கு உறுப்பு.
Lakes above and wells below, mountains well-located, rivers and streams flowing from them,nand strong fortresses constitute a country.

பிணியின்மை செல்வம் விளைவின்பம் ஏமம்
அணியென்ப நாட்டிவ் வைந்து.
Health, wealth, high yields, happiness and strong defence –nthese five adorn a state.

நாடென்ப நாடா வளத்தன நாடல்ல
நாட வளந்தரு நாடு.
A good state is one which yields without toil;nit is not one, if one has to toil hard to produce yields.

ஆங்கமை வெய்தியக் கண்ணும் பயமின்றே
வேந்தமை வில்லாத நாடு.
A state might have everything; but they are of no use,nif it doesn’t have the right ruler.
