“உட்பகை” அதிகாரம் இந்தத் தலைப்பை மையமாகக் கொண்டு பத்து குறள்கள் மூலம் அதன் பொருள், பயன்பாடு, வாழ்வியல் முக்கியத்துவம் ஆகியவற்றை விளக்குகிறது. பொருட்பாலில் வரும் இந்த அதிகாரம் சமூக வாழ்வு, அரசியல், தலைமை, நீதிநிலை, நட்பு, சொல், செயல் போன்ற நடைமுறை வாழ்க்கை நெறிகளை விளக்குகிறது. இந்த அதிகாரத்தின் தொடக்கக் குறள்கள் “நிழல்நீரும் இன்னாத இன்னா தமர்நீரும்nஇன்னாவாம் இன்னா செயின்.” போன்ற கருத்துகளால் தலைப்பின் பொருளை விரிவாக்குகின்றன.

ஏதம் பலவும் தரும்.
When internal strife that disconcerts minds appears,nit gives rise to flaws that unsettle the kith.
