“கல்லாமை” அதிகாரம் இந்தத் தலைப்பை மையமாகக் கொண்டு பத்து குறள்கள் மூலம் அதன் பொருள், பயன்பாடு, வாழ்வியல் முக்கியத்துவம் ஆகியவற்றை விளக்குகிறது. பொருட்பாலில் வரும் இந்த அதிகாரம் சமூக வாழ்வு, அரசியல், தலைமை, நீதிநிலை, நட்பு, சொல், செயல் போன்ற நடைமுறை வாழ்க்கை நெறிகளை விளக்குகிறது. இந்த அதிகாரத்தின் தொடக்கக் குறள்கள் “அரங்கின்றி வட்டாடி யற்றே நிரம்பியnநூலின்றிக் கோட்டி கொளல்.” போன்ற கருத்துகளால் தலைப்பின் பொருளை விரிவாக்குகின்றன.

Though the illiterate may display streaks of intelligence,nthey would still not be acknowledged by the learned.

Not even the penury of the good is as pernicious asnthe wealth that has fallen on the ignorant.

கற்றார் அனைத்திலர் பாடு.
The uneducated maybe of higher birth; but they are not respected as much asnthe learned men born in low classes.

விலங்கொடு மக்கள் அனையர் இலங்குநூல்
கற்றாரோடு ஏனை யவர்.
